Quantification and monitoring of cost savings from venue reuse/retrofit and temporary venues

Quantify and continuously monitor the actual cost savings produced by venue reuse/retrofit and the use of temporary venues in the Olympic Games by systematically collecting comprehensive and transparent cost data, including private contributions and non-OCOG budgets.

Background

A central element of Agenda 2020+5 is the emphasis on reusing and retrofitting existing venues and leveraging temporary venues to reduce costs. The authors highlight that realizing these savings depends on transparent, comprehensive data capture across budgeting categories.

They point out that the IOC’s recommended practices have not yet been quantified or monitored, making it impossible to confirm the magnitude or reliability of the purported savings.
