Full exposure soundness and policy completeness in general settings

Establish exposure soundness and policy completeness for the Treasury Proof Ledger under strategic behaviour by treasurers, richer policy languages, and partial multi-institution deployments, proving that arbitrary policies and open domain sets satisfy these notions without restricting to closed domain subsets or faithful policies.

Background

Exposure soundness and policy completeness are defined as deployment-level target notions in the paper, but only restricted results are proved: exposure soundness for closed sets of domains under faithful policies and a simple policy-completeness lemma for a history-revealing policy.

The authors explicitly state that extending these notions to the general case—accounting for strategic behavior, richer policy languages, and partial multi-institution participation—remains unresolved and is an open research problem.
