Unified authority gradient

Unify representation scope, behavioral trust tier, and human-approval gate as a single gradient on one ordered structure, thereby making the authority formula a theorem rather than an engineering rule.

Background

The framework defines exercised authority as the minimum of three components: an agent’s representation scope, its behavioral trust tier, and a human-approval gate. These components currently function as an engineering rule rather than as parts of a formally unified structure. The authors explicitly identify the problem of determining whether they can be organized into one ordered gradient as an open formalization problem.
