Develop a fully quantum implementation of the streaming step and boundary conditions for the rotation-collision quantum lattice Boltzmann method, potentially using a singular-value-decomposition framework.

Background

The paper presents a rotation-based quantum lattice Boltzmann method whose collision operation is unitary, but its numerical demonstrations treat the streaming step and boundary conditions classically. A complete quantum realization of these components is therefore required to obtain an end-to-end quantum lattice Boltzmann algorithm. The paper notes that singular-value-decomposition-based unitary dilations may provide a possible route, but does not establish such an implementation.
