Establish narrow, quantum-state-resolved laser spectroscopy of the 229mTh nuclear transition in ThF4 thin films by increasing the emitter participation fraction and reducing inhomogeneous broadening associated with amorphous structure to enable resolution of individual nuclear sublevels.
