Empirical estimation of journey-cancellation costs

Determine empirically the monetary cost of cancelled journeys, differentiated where appropriate by journey purpose, to support economic assessment of transport disruptions caused by heavy rainfall and flooding.

Background

The POESE framework treats journey cancellation as an economic consequence of transport disruption and proposes estimating its cost from the number of cancelled trips and their associated generalized travel costs. However, the paper states that empirical estimates are unavailable, so current assessments must rely on proxies such as income-based values or fixed hours valued using the value of time. Establishing empirically grounded cancellation-cost estimates would improve the validity of resilience assessments and cost-benefit analyses of adaptation interventions.
