Cost-aware anticipatory control under over-provisioning penalties

Determine whether anticipatory control becomes advantageous when over-provisioning is penalized by introducing an explicit cost model into ContinuumBench evaluations.

Background

The evaluated regimes are capacity-bound, and the results indicate that elastic capacity drives completion. The study does not incorporate an explicit cost model, so over-provisioning is not penalized in the current evaluation. Introducing such a model is proposed to determine whether anticipatory control can outperform capacity-provisioning strategies when resource costs matter.
