Ascertain whether the limited observed utilization of Titan Builder’s subset-bidding RPC for blob transactions is primarily attributable to the absence of congested periods since its launch; if not, identify the actual barriers preventing broader adoption.

Background

To mitigate the market design issue that transactions must include all blobs atomically, Titan Builder introduced an RPC that allows senders to submit multiple permutations of blob transactions so that a builder can select an efficient subset.

Despite its potential to improve packing efficiency, the authors do not observe strong uptake of this feature and explicitly conjecture a reason related to the lack of congestion since launch.
