Determine whether dedicated technical-system embeddings pretrained on infrastructure-rich imagery or infrastructure-network topologies produce meaningfully different representations and generalize to damage assessment, cross-sector interdependency analysis, or network-topology-aware classification.

Background

The evaluated foundation models learn from imagery alone and do not incorporate infrastructure topology, despite critical infrastructure being organized into interconnected technical systems. The authors propose dedicated foundation-model pretraining as a possible extension within the Social-Ecological-Technological Systems framework.

The unresolved issue is whether incorporating infrastructure-rich imagery or network-topology information into pretraining would materially change learned representations and improve transfer to infrastructure-specific analytical tasks.
