Assessing the success of Vietnam’s EA 3.0 framework

Determine whether the Vietnam Ministry of Information and Communications’ e-Government Architecture Framework, version 3.0 (EA 3.0), will be successful in practice within Vietnamese government agencies in serving national digital transformation initiatives.

Background

The paper traces how Enterprise Architecture (EA) concepts traveled into and evolved within Vietnamese government agencies, culminating in successive national frameworks (EA 1.0, EA 2.0) and the development of EA 3.0 by the Ministry of Information and Communications (MIC). EA 3.0 is being reviewed and updated to align with national digital transformation initiatives for 2022–2025 with a vision to 2030.

Despite this planned alignment, the authors explicitly note that it is presently unknown whether EA 3.0 will be successful. This uncertainty motivates a concrete open question about the eventual effectiveness of EA 3.0 in actual governmental practice.

While the success of EA 3.0 remains to be seen, evidence from our conversations with different stakeholders shows a promising future for EA in Vietnamese government agencies, particularly in its digital transformation process.
