Podolsky electrodynamics from a condensation of topological defects

Abstract: In this paper we demonstrate the arising of higher-derivative contributions to the effective action of electrodynamics on the base of generalized Julia-Toulouse mechanism and explicitly show that the complete effective action generated within this methodology is nonlocal.
