Background

The paper proposes physical security as a desired emerging property of defense systems and distinguishes risks caused by external threats from risks caused by the system itself. It concludes that the conceptual relationship among physical security, resilience, safety, and risk remains insufficiently developed and requires a unified taxonomy.
