Incorporate Explicit Retransmission with Soft Combining

Develop an extension of the PRISM macro-action structure that incorporates explicit retransmission mechanisms such as hybrid automatic repeat request with soft combining, including redundancy-version selection and an SINR-based capture model.

Background

In the current PRISM design, a collided macro-action is re-decided rather than retransmitted, and a failed packet is treated as unsuccessful. The framework exploits spatial redundancy across different users but does not model temporal redundancy from repeated transmissions by the same user or partial decoding. The authors explicitly defer explicit retransmission with soft combining to future work.
