Develop a full place-and-route evaluation track

Develop a reliable open-source place-and-route evaluation track for GateTruth that can provide post-layout area, timing, and power measurements suitable for a scored benchmark gate.

Background

GateTruth currently evaluates physical metrics using synthesis and static timing at a single typical-typical corner, without placement, routing, or parasitic extraction. Consequently, its PPA values are pre-layout estimates and are valid only within the pinned evaluation flow.

A full place-and-route track was considered but deferred because an open-source feasibility assessment did not meet the reliability threshold required for scoring. The paper explicitly leaves development of such a track unresolved.
