VND, a deterministic variant, systematically orders neighborhoods and cycles through them: full descent is performed in each, restarting from the first if an improvement is found; the sequence halts when all neighborhoods fail to yield further improvement (Geiger et al., 2011).

Further, VNS forms the core of advanced metaheuristic hybrids, including intelligent VNS variants that integrate self-tuning, probabilistic constructive heuristics, and machine learning-guided adaptation. Such frameworks extend the adaptivity and automation already present in VNS’s architecture, achieving additional improvements in solution robustness and search efficiency.

6. Limitations and Open Directions

While the general framework ensures broad applicability and flexibility, the absence of universal guidance on optimal neighborhood design and ordering—aside from empirical tuning and stage-adaptive policies—remains a constraint. The relative utility of neighborhoods is substantially landscape- and problem-dependent. Excessively large or redundant neighborhoods may increase computational overhead without guarantee of commensurate improvement.

Theoretical understanding of provable optimality rates, best-case parameter schedules, and statistical characteristics of neighborhood performance remains an open research direction. Furthermore, the integration of deeper learning-based or topologically informed approaches to neighborhood selection is underexplored within the traditional VNS literature (Geiger et al., 2011).
