Networked Faculty Learning Community (NFLC)

Networked Faculty Learning Community (NFLC) denotes a cross-institutional form of faculty professional learning organized through sustained interaction, shared problems of practice, and networked infrastructures for communication, artifact exchange, and collaborative inquiry. In the most explicit definition presently available in the cited literature, an NFLC is “an inclusive group of people from different educational institutes, motivated by a shared learning vision, who support and work with each other mainly online, finding ways, inside and outside their immediate community, to enquire on their practice and together learn new and better approaches that will enhance all students' learning, with the intention to inspire and inform others of their vision” (Putter et al., 14 Aug 2025). Related studies indicate that NFLC-like arrangements may also appear under adjacent labels such as faculty learning community (FLC), faculty online learning community (FOLC), community of practice, or research collaboration when they exhibit distributed participation, recurrent interaction, shared infrastructure, and faculty learning embedded in authentic work (Koopmann et al., 2019).
1. Definition and conceptual boundaries
The explicit NFLC definition in the literature foregrounds five properties: participants come from different educational institutes; they are motivated by a shared learning vision; they support and work with each other mainly online; they inquire on practice together; and they intend to inspire and inform others beyond the immediate group (Putter et al., 14 Aug 2025). In that formulation, “networked” is not reducible to digital communication alone. It includes institutional distribution, hybrid online and in-person interaction, and outward-facing dissemination.
Several adjacent constructs partially overlap with NFLC. The Dutch case study of teachers of bachelor’s lab courses first considered the label “community of practice,” drawing on Lave and Wenger, because the participants were teachers from different faculties or universities exchanging teaching practices. The authors then argued that “Networked Faculty Learning Community” was more precise because the group crossed institutional boundaries, worked mainly online, intended to meet in person, and aimed not only at mutual learning but also at public dissemination (Putter et al., 14 Aug 2025). This establishes an important conceptual distinction: an NFLC is simultaneously inward-facing, as a site of faculty learning, and outward-facing, as a producer of transferable resources, frameworks, or exemplars.
A second boundary concerns the difference between NFLCs and conventional workshops. Workshop-based professional development can support faculty learning, but the workshop literature shows that short-term formats often remain authoritative and prescriptive. The Real-Time Professional Development Observation Tool (R-PDOT) was developed precisely because workshop assessment had rarely examined how faculty were engaged during professional development, even though those interactional structures plausibly shape what faculty can learn (Olmstead et al., 2016). This suggests that NFLCs are best distinguished not only by duration or modality but by their emphasis on collaborative sense-making, adaptation, and repeated participation over time.
A third boundary concerns research collaborations that also function as faculty development. The Undergraduate ALFALFA Team (UAT) is not labeled an NFLC by its authors, yet it exhibits many NFLC-like features: long-duration, cross-institutional participation; distributed mentoring; regular communication; shared infrastructure; and faculty development embedded in participation in a live astronomy collaboration (Koopmann et al., 2019). A plausible implication is that NFLC should be treated as a structural and pedagogical form rather than as a narrow program title.
2. Structural features and organizing logics
Across the cited studies, NFLC-like environments are organized through recurring interaction, shared artifacts, and infrastructures that lower the coordination costs of distributed participation. The UAT model provides a particularly clear illustration. Over 12 project years and in its third term of NSF funding, it connected 23 public and private, mostly primarily undergraduate institutions across the United States and Puerto Rico, including three minority-serving institutions. Its annual workshop was the “cornerstone” of the program, held eight times at Arecibo Observatory and four times at Green Bank Observatory, while the intervening network was maintained through monthly teleconferences for all UAT faculty, additional research teleconferences involving faculty and students, observing collaborations, and shared web-based infrastructure including a public website and a private Google site with background information, code, observing instructions, and data-analysis procedures (Koopmann et al., 2019).
The STEM Teaching & Learning Fellowship shows a related but more pedagogically focused design. It lasted two academic years, met virtually once a month for ninety minutes, totaled about 16 meetings and 24 hours of professional development, and later expanded from one site to four universities. It was led by 3DL experts from all four institutions, but topics were selected by faculty needs and breakout discussions were led by Fellows. The community also included readings, presentations, discussions, reflections, design activities, forum participation in later cohorts, disciplinary meetings across institutions, and a major design-and-implementation task of creating a 3DL unit (Bender et al., 2020). Here the organizing logic is not a shared research project but shared work on learning goals, assessment, and instruction.
The Next Gen PET FOLC represents a more tightly structured online variant. It supported faculty teaching a common guided-inquiry curriculum for pre-service elementary teachers, operated for four academic years, used small online clusters of roughly 5–13 people meeting once or twice per month for at least an hour, and supplemented those clusters with a FOLC-wide virtual conference and a Slack space (Hatcher et al., 2022). PICUP, by contrast, used Slack as a continuing mechanism beyond workshops and meetings to sustain a community around integrating computation into undergraduate physics. By the end of data collection its Slack workspace had 475 users, with public-channel data spanning August 2016 to June 2021 (Bolger et al., 2024).
These cases indicate that NFLC structure is typically layered rather than singular. Shared work may be organized around a common curriculum, a common pedagogical problem, a shared technological agenda, or a live disciplinary enterprise. The literature also indicates that successful networked communities depend on documented resources, regular convening, and sustained channels for asynchronous interaction, not merely on goodwill or episodic meetings.
3. Interaction, facilitation, and knowledge-building
The workshop literature provides the most explicit vocabulary for analyzing how faculty learning environments are enacted. R-PDOT distinguishes two dimensions: type of engagement and focus of engagement. Type-of-engagement codes are mutually exclusive and include Workshop Leader Lecture, Large Group Closed, Faculty Participant Question, Large Group Closed, Workshop Leader Question, Large Group Open Discuss, Small Group Discuss, Faculty Participant Present, and Faculty Participant Independent Work. Focus-of-engagement codes are non-exclusive and include Workshop Instructions, Education Research Theory and Results, Instructional Strategies Description and Purpose, Workshop Leader Simulating Instructional Strategy, Faculty Participant Simulating Instructional Strategy (as educator), Analyzing Simulated Instructional Strategy, Workshop Leader Pre-Workshop Experiences, Faculty Participant Pre-Workshop Experiences, Student Experiences, Disciplinary Content Knowledge, Analyzing and/or Creating Student Tasks, and Planning for Faculty Participant Future Teaching (Olmstead et al., 2016).
These distinctions matter because the same nominally interactive event can have very different epistemic properties. R-PDOT maps Workshop Leader Lecture to non-interactive/authoritative communication, Faculty Participant Independent Work to non-interactive/dialogic communication, both forms of Large Group Closed discussion to interactive/authoritative communication, and Faculty Participant Present, Small Group Discuss, and Large Group Open Discuss to interactive/dialogic communication (Olmstead et al., 2016). For NFLC analysis, this provides a direct way to ask whether a community is actually dialogic, whether participants’ ideas matter, and whether facilitation privileges one correct pedagogical approach.
The paper’s three analyzed sessions from the Physics and Astronomy New Faculty Workshop show why this distinction matters. Session A, 60 minutes long, was more than 75% authoritative and focused about 60% on Instructional Strategies Description and Purpose. Session B, 65 minutes long, was again over 75% authoritative, although it included more concrete implementation through Workshop Leader Simulating Instructional Strategy. Session C, by contrast, was about 60% dialogic, with roughly 25% of the session including both large-group open discussion and small-group discussion; participants rather than the leader carried the main burden of analysis, and reflection was conducted largely through interactive/dialogic structures (Olmstead et al., 2016). The authors judged Session C more likely to support participant agency and collaborative pedagogical reasoning, although it also offered less direct guidance and received lower “usefulness” ratings than many other sessions. A plausible implication is that NFLCs, which usually seek long-term adaptation rather than one-step adoption, benefit especially from interactive/dialogic structures even when those feel less immediately prescriptive.
The assessment literature reinforces this point from a different angle. Physics faculty discussing research-based assessments did not merely want instruments; they wanted communities of other faculty and experts to help them interpret results, compare their outcomes to peers, learn how other departments assess, and discuss the broader contexts of program-level assessment and accountability. Their concerns were organized into four families: Practical Needs, Limited Measure, Want Help, and Broader Context (Madsen et al., 2015). This directly aligns with NFLC logic: knowledge-building is not only about receiving resources but also about interpretation, comparison, critique, and adaptation in context.
4. Empirical manifestations
The current arXiv literature does not present a single dominant NFLC model. Instead, it shows several recurrent configurations.

Taken together, these cases demonstrate that NFLCs may be research-centered, curriculum-centered, tool-centered, or pedagogy-centered. UAT embedded faculty development in a large astronomy collaboration rather than separating “training” from practice. The Fellowship centered on Learning Goals Driven Design and Three-Dimensional Learning, using backward-design-like processes to connect outcomes, assessment, and instruction. Next Gen PET was organized around implementation of a shared guided-inquiry curriculum. PICUP built an online support structure around computation in physics. The Dutch open-inquiry NFLC organized collaboration around public sharing of bachelor lab-course materials and, in the process, produced a negotiated didactical framework for open inquiry (Koopmann et al., 2019).
The Dutch case is particularly important for the concept itself because it shows how an NFLC can move from exchange to framework-building. The group began with the assumption that all members “did open inquiry,” then discovered differences in terminology, scaffolding, assessment, and disciplinary assumptions. Through iterative negotiation they arrived at the definition: “Open-inquiry in bachelor’s lab courses requires students to complete an entire, authentic scientific research or design process, coached in their work by teachers” (Putter et al., 14 Aug 2025). This directly rebuts the simplification that open inquiry is equivalent to unstructured freedom.
5. Research methods and analytical frameworks
NFLC research in the cited literature is methodologically heterogeneous. Workshop enactment has been studied with R-PDOT, a descriptive real-time observation instrument that codes type and focus of engagement and reports reliability using Cohen’s kappa,
with preliminary inter-rater analyses on 98 minutes of video across 7 segments from New Faculty Workshop sessions (Olmstead et al., 2016).
Faculty needs around assessment have been examined through phenomenographic interviews. In the assessment study, 24 interviewees—10 physics faculty and 14 physics department heads/chairs—were sampled across undergraduate-serving public institutions, undergraduate-serving private institutions, and research-focused institutions, and the analysis was consolidated into the four issue families noted above, with inter-researcher agreement of 89% on a subset of the data (Madsen et al., 2015). This approach is useful for NFLC research when the central question concerns qualitatively different ways faculty experience a problem of practice.
Faculty uptake from an FLC has been analyzed through Pedagogical Reasoning and Action (PRA), whose five stages are Comprehension, Transformation, Instruction, Evaluation, and Reflection, ending in New Comprehension. In the Fellowship study, a multiple case design used interviews, assignments, forum discussions, and meeting recordings, with PRA coding agreement improving from 82% initially to 96% after discussion and consensus-building (Bender et al., 2020). The central contribution of this framework is that uptake is treated as a reasoning process distributed across planning, implementation, assessment, and reflection rather than as a binary adoption event.
Online NFLCs have also been analyzed with social network analysis. In PICUP, Slack interactions were converted into directed, weighted channel networks, with weighted reciprocity used to capture balanced mutual exchange. The study found, for example, unweighted reciprocity of 0.429 and weighted reciprocity of 0.268 in the Advanced Thermodynamics channel, and 0.286 and 0.138 in the Jupyter channel, while also showing that conclusions depended strongly on the choice of randomization model (Bolger et al., 2024). The Next Gen PET study compared 50 centrality measures, used principal component analysis to justify measure selection, and then compared regression models with Bayes factors,
finding that closeness was the most appropriate centrality measure for that network and that self-efficacy, teaching impacts, and community benefits were associated with closeness (Hatcher et al., 2022).
At a larger scale, discussion-network formation in an online professional development course has been modeled with ERGMs and TERGMs. The 2026 MOOC-Ed study defined the cross-sectional network probability as

Its results showed strong reciprocity and transitive closure, with participants about six to ten times more likely to reciprocate interactions and more than twice as likely to form ties with peers sharing common discussion partners; assigned discussion group homophily was the strongest predictor of tie formation (Ai, 3 Jan 2026). Although the setting was a MOOC for K–12 educators rather than a higher-education NFLC, the identified mechanisms map directly onto problems of online faculty-network formation.
6. Tensions, misconceptions, and developmental directions
Several recurrent tensions organize the NFLC literature. One is prescriptive versus emergent professional change. Workshop analysis using Henderson et al.’s framework shows that short-term professional development often sits in a “disseminating curriculum and pedagogy” model that is prescriptive and individually focused, whereas NFLCs often aspire more toward developing reflective teachers and developing shared vision (Olmstead et al., 2016). A plausible implication is that NFLCs are structurally better suited to adaptation and collective sense-making than one-way dissemination, but only if their facilitation actually permits participant agency.
A second tension concerns resource delivery versus social interpretation. Faculty discussing research-based assessments repeatedly asked not only for instruments and implementation guidance but also for comparison, community, public discussion, and access to knowledgeable people. They wanted to “norm” results against similar institutions, share materials, and receive contextualized interpretive support (Madsen et al., 2015). This indicates that an NFLC cannot be reduced to a repository, website, or software platform.
A third tension concerns network breadth versus active-core concentration. PICUP’s Slack workspace exhibited a core-periphery structure with a small active reciprocal core and many likely lurkers, while the MOOC-Ed study showed that participation evolved from broadly distributed activity toward concentrated interaction among a tightly connected core as late-course activity declined (Bolger et al., 2024). The literature does not treat lurking as inherently negative, since peripheral members may still learn by reading, but it does show that excessive concentration can narrow reciprocity and whole-community cohesion. This suggests that NFLC evaluation should distinguish broad membership from active interactional participation.
A fourth tension concerns community support versus local departmental constraint. In the Fellowship study, uptake depended on assessment and instructional alignment, direct participation in implementing the innovation, and the culture of the department. Supportive interactions inside the Fellowship could be offset by course management systems, lecture-oriented course structures, or colleagues with “a more old school perspective” outside the community (Bender et al., 2020). NFLC participation therefore does not automatically translate into local change; it remains mediated by institutional ecologies.
Finally, the literature corrects two common simplifications. First, activity is not equivalent to dialogic learning: interactive forms can remain authoritative, and the open/closed distinction matters (Olmstead et al., 2016). Second, inquiry-oriented NFLC work does not imply minimal structure: the open-inquiry case explicitly defined teacher coaching to include time management, assessment requirements, support for autonomous work, self-regulated learning, collaboration, peer feedback and intervision, and scaffolding (Putter et al., 14 Aug 2025).
Across these studies, a coherent picture emerges. NFLCs are distributed professional-learning formations in which faculty learn through recurrent, networked participation around shared pedagogical or disciplinary work. Their defining issues are not only membership and modality but also facilitation, interaction structure, shared artifacts, interpretive support, and the relation between networked community and local practice. The literature suggests that the value of an NFLC lies less in assembling faculty under a common label than in organizing conditions under which collaborative reasoning, adaptation, and sustained participation become possible.
