Distributed Knowledge-How: Frameworks & Applications

This concept generalizes the traditional notion of distributed knowledge in epistemic logic, extending from “knowledge-that” (truth of facts collectively known) to “knowledge-how” (collective ability to achieve goals, execute plans, or solve tasks). Distributed knowledge-how encompasses both logical foundations and concrete algorithmic frameworks in epistemic logic, distributed AI, machine learning, and the semantic web.

1. Formal Logical Frameworks for Distributed Knowledge-How

Recent developments in modal logic have yielded rigorous formalisms for distributed knowledge-how. In particular, "Distributed Knowing How" (Liu et al., 27 Nov 2025) presents the first sound and strongly complete proof system for distributed know-how, denoted KhG(φ)Kh_G(\varphi), capturing the idea that a group GG possesses a plan built from distributed actions—atomic group actions, inherited subgroup actions, and decomposable joint actions—such that under the group’s distributed uncertainty, the plan is executable and guarantees the goal φ\varphi.

The language extends epistemic logic with:

  • DGφD_G\varphi for distributed knowledge-that: GG collectively knows φ\varphi.
  • KhGφKh_G\varphi for distributed knowledge-how: GG collectively knows how to bring about φ\varphi.

Semantics are constructed over models (S,{i},{AG},{a},V)(S, \{\sim_i\}, \{A_G\}, \{\to_a\}, V):

  • i\sim_i are equivalence relations encoding agent uncertainties.
  • AGA_G is the set of atomic actions available to group GG, closed under inheritance (subgroups) and decomposition (joint actions across partitions).
  • Strategies for GG map equivalence classes [s]G[s]_G to actions AGA^*_G, and completeness requires that all executions terminate and all leaves satisfy the goal.

Axiomatization closely mirrors S5 modal logic for distributed knowledge-that, with additional interaction axioms such as Khbot (termination on contradictions), sequencing (KhKh), and monotonicity (KhMono). Soundness and completeness are established via canonical models and mixed-history constructions.

These logical systems generalize prior frameworks, such as coalition logic and epistemic transition systems in Naumov & Tao (Naumov et al., 2017, Naumov et al., 2017), which introduce modalities for distributed knowledge (KCK_C), coalition strategies (C\langle\langle C\rangle\rangle), and coalition know-how (HCH_C). Distinguished features include the requirement for executable, uniform strategies over indistinguishable states and interaction between knowledge-that and strategic abilities.

2. Distributed Knowledge-How in Multi-Agent and Lifelong Learning Systems

In multi-agent learning contexts, distributed knowledge-how describes the process by which a collection of autonomous agents collectively acquires, exchanges, and integrates procedural knowledge, typically without centralized coordination. The CoLLA framework (Rostami et al., 2017) provides a decentralized, ADMM-based optimization scheme for lifelong multi-agent learning.

CoLLA’s model:

  • Each agent ii maintains a dictionary LiL_i representing reusable “knowledge-how” atoms over tasks.
  • When given a task, agent ii fits a model θi(t)\theta_i^{(t)} and encodes it as a sparse linear combination over LiL_i.

3. Procedural and Semantic Web Representations

Distributed knowledge-how on the Web requires integrating procedural information (“how-to” guides, workflow instructions) into machine-accessible, interoperable forms. Pareti et al. (Pareti et al., 2016) introduced a minimal RDF ontology, prohow:, with three core properties (has_step, has_method, requires) and a pipeline for automatic extraction and linking:

  • Web resources (wikiHow, Snapguide) are parsed into prohow:Process instances, decomposed recursively into ordered steps and requirements.

  • The resulting distributed graph supports SPARQL retrieval of procedural chains, integration of millions of entities, and extensive automated linkage (I/O precision ~96%, decomposition precision ~82%).

This RDF-based representation is source-neutral, scalable (linear in number of pages), and high-coverage (3× more links, 17pp higher precision than manual curation), enabling distributed, web-scale knowledge-how graphs.

4. Distributed Algorithms and Rule-Mobilization

Programmatic distributed knowledge-how is achieved via logic programming languages extended for networked delegation of rules and knowledge. The WebdamLog system (Abiteboul et al., 2013) augments Datalog with the capability to delegate rules to remote peers, forming a dynamic overlay of data and logic:

  • Rules are of the form R@p(t):...R@p(t) :- ..., supporting peer-variable rules and dynamic mobilization.
  • Delegation rewrites rules with non-local atoms into local and remote parts, enabling program fragments to be shipped and executed across the network.
  • The global computation is an asynchronous, decentralized fixpoint over all peers, ensuring that both extensional facts and procedural programs (the “knowledge-how”) are jointly maintained without central coordination.

Empirical studies confirm low delegation overhead (≈10%), high usability (non-experts attain 70–100% correctness), and linear scalability (up to hundreds of peers).

5. Distributed Knowledge-How in Machine Learning with Privacy Guarantees

Harnessing knowledge-how in distributed machine learning requires privacy-preserving aggregation of procedural expertise—e.g., labels or model predictions—across parties. SEDML (Gao et al., 2021) builds on private aggregation of teacher ensembles (PATE) and introduces a protocol for secure aggregation:

  • Clients (teachers) compute one-hot label predictions on public data, secret-share votes to two non-colluding servers.
  • Secure comparison and aggregation are performed via additive secret sharing, Beaver triples, and carry-lookahead MSB extraction.
  • Differential privacy is enforced through Gaussian noise addition (threshold and noisy-max phases) with composition theorems guaranteeing (ϵ,δ)(\epsilon, \delta)-DP.

This approach operationalizes distributed knowledge-how as privacy-safe aggregation of procedural outputs (label sets, predictions) without direct data sharing.

6. Algorithmic Computation of Distributed Knowledge Structures

Distributed knowledge-that traditionally aligns with the greatest lower bound (meet) of individual knowledge operators viewed as join endomorphisms on a finite lattice (Quintero et al., 2022). Though the focus is knowledge-that, the computational techniques for representing, merging, and querying distributed knowledge generalize to knowledge-how in modal and algorithmic frameworks:

  • The meet of join-endomorphisms can be computed in O(n)O(n) time on distributive lattices (linear in the number of elements) or O(n2)O(n^2) in general cases.
  • Applications include fast determination of distributed knowledge states in epistemic systems and Kripke/Aumann models; implications for model-checking distributed know-how logics.

7. Distributed Cognitive Skill Acquisition and Modular Approaches

Distributed Cognitive Skill Modules (DCSMs) (Orun, 2022) exemplify a modular approach for capturing and recombining low-level, tacit knowledge-how:

  • Each module exposes a user to a novel object in a controlled sensory environment, logging state-action-outcome traces and distilling IF–THEN cause–effect productions.
  • Skills are uploaded to a central repository for integration; retrieval reuses composite rule sequences via feature-key matching.

Distributed knowledge-how spans formal epistemic planning, distributed machine learning and lifelong learning, decentralized logic programming, Web-scale semantic integration, and modular cognitive skill construction. The emergence of sound and complete logics for distributed know-how (Liu et al., 27 Nov 2025), scalable multi-agent algorithms (Rostami et al., 2017), semantic Web frameworks (Pareti et al., 2016), and secure aggregation protocols (Gao et al., 2021) establish a rigorous foundation and diverse application base for this concept across computational and reasoning domains.
