Resolve complex VDM++ and VDM-RT state and control flows

Solve the problems caused by the complex state and control flows of VDM++ and VDM-RT in proof-obligation generation.

Background

The paper identifies support for VDM++ and VDM-RT states and control flows as an unresolved area beyond the improvements delivered for VDM-SL operation proof obligations. Their richer state and control-flow structures introduce problems that the current proof-obligation generator does not yet solve.
