Physical admissibility of currentless anomalous sources

Ascertain whether a currentless anomalous source, such as the globally neutral oscillating surface-charge dipole constructed in the compensated-source model, is physically admissible.

Background

The compensated source model uses a time-dependent, globally neutral anomalous surface charge with zero anomalous current to isolate the scalar-longitudinal channel. Under the adopted field-only energy balance, this source produces outward scalar power, whereas the cited tensor treatment gives an inward flux and concludes that its particular currentless dipole is not physically possible.

The paper explicitly distinguishes the mathematical consistency of the prescribed EED source from the unresolved question of whether a physical system can realize such a currentless anomalous source.
