Most flexible self-stressed planar configuration

Determine the most flexible self-stressed configuration in the projective plane and establish whether its flexibility is characterized by the maximum undercount.

Background

The paper relates flexibility and self-stress to deviations from the expected incidence count. It leaves open the extremal problem of identifying the most flexible configuration among self-stressed planar incidence structures and determining whether a maximal counting deficit characterizes it.
