Mandel status of the dual of R(20)

Determine whether the dual of the oriented matroid R(20) is Mandel.

Background

The dual of R(20) has no mutation-free element and is therefore Las Vergnas, but the paper does not know whether it satisfies the stronger Mandel property. A positive answer would have consequences for the general minor-closure question.
