Congruence formats for justness-preserving equivalences

Develop congruence formats—syntactic rule formats for structural operational semantics—that guarantee compositionality of operators with respect to semantic equivalences that preserve liveness under justness without fairness.

Background

Compositional reasoning requires that semantic equivalences are congruences for language operators. Classical formats (e.g., GSOS-style) ensure congruence for standard bisimulations, but tailored formats are needed for justness-preserving equivalences to maintain liveness under composition without introducing fairness assumptions.
