Determine how to align incentives and responsibilities among developers, organizations, managers, customers, and other stakeholders so that energy-aware software engineering practices can be systematically adopted despite competing priorities and contested trade-offs.

Background

The survey identifies missing incentives and unclear responsibility as major barriers to energy-aware software development. Although participants propose economic drivers, awareness initiatives, standardization, regulation, education, and integrated tooling, many of these measures depend on organizational, managerial, or market-level changes outside individual developers’ control. The authors therefore identify the unresolved coordination of incentives and responsibilities as a central problem for embedding energy efficiency into software engineering practice.
