# Radio Resource Utilization Efficiency

Radio Resource Utilization Efficiency (RUE) is best understood, in the contemporary wireless-systems literature, as the effectiveness with which a network converts scarce radio resources into useful service outcomes. Those resources include spectrum, resource blocks, OFDM subcarriers, transmit power, antennas, serving associations, edge caches, and even control-plane adaptation opportunities. The cited works rarely define a single standardized KPI called “RUE”; instead, they operationalize the concept through proximate measures such as “spectrum utilization efficiency,” spectral efficiency, throughput, PRB usage, fairness, delay, energy efficiency, outage probability, and channel uses.
